Approval for New Pipeline - Consent Requirements

Determine requirement for an Environmental Statement (ES). An ES is mandatory for installation of a pipeline that is greater than 40 km in length and 800 mm in diameter. Many smaller pipelines may form part of a wider development where an ES will be required (see New Projects). In this case the pipelines will be included in the wider development ES/PON15D submission and so a PON15C need not be submitted to determine requirement for an ES.
Undertake Environmental Impact Assessment (EIA) and prepare ES.
Undertake informal consultation with statutory consultees, DECC, JNCC and FRS/CEFAS.
Undertake early consultation with fishing interests.
Identify if development occurs in vicinity of any habitats or protected species under EU Habitats Directive. Additional measures and a Habitats Regulatory Assessment may be required.

Prepare environmental information (and possibly chemical permit application) section of PON15C.

Submit Pipeline Works Authorisation, which includes application for Consent to Locate and application forConsent to Deposit Materials for any material deposits required for pipeline stabilisation.

Submit ES along with Pipeline Works Authorisation.

Prepare and submit application for Chemical Permit (PON15C) for any chemicals to be used and discharged during pipeline commissioning.

Key Compliance during Pipelay

Ensure all commitments made within ES submitted to DECC are met with in detailed design and subsequent implementation of new pipeline installation and operation.

Ensure any pipelay installation and other vessels have UK Oil Pollution Prevention Certificate (UKOPP) or IOPP in place. Also ensure appropriate Garbage Management Plans are in place.

Remove any deposited stabilisation material if required to do so, because regulator is of the opinion that it is causing or is likely to cause an obstruction or hazard to other sea users.

Monitor and record use and discharge of all chemicals. Report quantitites of chemicals used and dicharged via EEMS.

Monitor and record all waste generated. Maintain appropriate records. Meet disposal requirements for non-hazardous waste and special/hazardous waste .
